December 10 Virtual Training: 

Register now for our upcoming training, to be held 12/10 from 9 am to 12:25 noon.

This will be a virtual training via Zoom, free to chapter members and $10 for non-members. To attend, be sure you have a good internet connection and a computer or mobile device equipped with Zoom.

About the presenters:
Sara Miron Bloom is an Assistant United States Attorney in the United States Attorney’s Office for the District of Massachusetts and has been working in the area of health care fraud enforcement for more than twenty years. From 2003 until 2012, she served as the Chief of Affirmative Litigation in the United States Attorney’s Office in Massachusetts, and she is now focusing on pursuit of economic crimes. 

Ms. Bloom has served as counsel for the United States in cases that have recovered more than $6 billion in civil and criminal damages, fines and penalties for the United States, including the two large ever health care fraud settlements, the cases against Pfizer resolved in 2009 for $2.3 billion and against GlaxoSmithKline for $3 billion.  In the last year, she led the trial team that prosecuted former senior executives of Acclarent, Inc., William Facteau and Patrick Fabian.
 
 

William Noonan is a special agent with the Criminal Investigation Division of the Internal Revenue Service, United States Department of Treasury (“IRS-CI”) since June of 2009. As an IRS-CI special agent, his duties include the investigation of criminal violations of the Internal Revenue laws and related statutes. Noonan attended the Federal Law Enforcement Training Center in Glynco, GA and received training in conducting financial investigations and in IRS-CI policies and procedures. 

From August 2004 through June of 2009, he was employed as a revenue agent with the Internal Revenue Service (“IRS”). As an IRS revenue agent, he reviewed and conducted audits of business and individual tax returns to determine whether the entities and individuals filing those returns reported and paid the correct amount of federal tax. Noonan received Bachelor degrees in Accounting and Finance from Boston College and a Masters in Business Administration from Suffolk University. He also holds a Juris Doctorate from New England School of Law and Masters of Law in taxation from Boston University.

10:10-11:10  Fighting Counterfeit Coupons Head On: Highlights from a record breaking $31 MM fraud case

About the presenter:
Bud Miller is CEO of Coupon Information Corporation (CIC), a not-for-profit association of consumer product manufacturers dedicated to fighting coupon misredemption and fraud.

CIC was founded to encourage integrity in connection with the redemption of manufacturers’ coupons and participation in other promotional programs. We encourage and support federal, state, and local law enforcement efforts to identify, investigate, and prosecute coupon misredemption.

Since its inception in 1985, CIC has:
- Exposed fraud schemes involving more than $750 million
- Identified thousands of individuals and entities misusing coupons
- Addressed new and emerging coupon challenges prior to becoming endemic
- Recovered and returned millions of dollars to victims
- Supported the prosecution of every significant coupon fraud case since 1986 – and never lost a case.

Data Analytics to Proactively Identify Risks
Eugene Soltes, Professor of Business Administration, Harvard Business School

About the presenter:
Eugene Soltes is a Professor of Business Administration at Harvard Business School where his work focuses on corporate integrity and risk management. His research utilizes data analytics to identify organizational cultures and compliance systems that can effectively prevent, detect, and respond to reputational and regulatory threats. Professor Soltes teaches graduate-level courses on regulatory environments and risk management, and was the recipient of the Charles M. Williams Award for outstanding teaching.

Professor Soltes is the author of the bestselling book Why They Do It: Inside the Mind of the White-Collar Criminal, which was described by Kirkus Reviews as “a groundbreaking study” on white-collar criminality. Based on years of research and hundreds of hours of interviews, the book refutes popular explanations of why seemingly successful managers engage in misconduct by showing that many make decisions on the basis of intuitions and gut feelings. The trouble, Professor Soltes shows, is that these gut feelings are often poorly suited for the modern business world.

Professor Soltes is a leader in utilizing data analytics to predict, detect, and mitigate issues related to organizational misconduct. He frequently serves as an advisor and consultant to multinational corporations regarding the design of their compliance programs, and is routinely invited to speak to regulators, including the Department of Justice, Securities and Exchange Commission, and the United States Treasury. Drawing on his experience with companies and government agencies, Professor Soltes founded Integrity Lab, which creates integrated, data-driven technology to cultivate organizational integrity and strengthen corporate culture.

Professor Soltes’ contributions have been widely cited by the media including The Wall Street Journal, Financial Times, The New York Times, NPR, and The Economist. He is also on the editorial board of Harvard Data Science Review.

Prior to joining the faculty of Harvard Business School, Professor Soltes received his PhD and MBA from the University of Chicago Booth School of Business, and his AM in statistics and AB in economics from Harvard University.

Professor Soltes lives in Cambridge with his wife, a rheumatologist, and two young children.
